Federations, the new expansion to the sprawling space 4x Stellaris, allows players to form a galactic community. It is a galaxy-spanning organization of which everyone is a de facto member, whether they like it or not. (Except, perhaps, in the case of Space North Korea, or the Empire of Machine Extermination.) Anyway, the end result is basically a mixture of the Galactic Senate from the Star Wars prequel and the real world United Nations.
Different voting blocs have different power levels and can eventually establish an analogue to the UN Security Council. This is a great strategy and allows for the following If you are smart, you can make yourself a permanent member of the Council ... And you can reduce the number of members to one... And you become the Senate.
This strategy can be accomplished by accumulating a really large amount of favors from other empires and manipulating the player empire to become the only permanent member. Once that is done, the size of the council is gradually . . will be gradually reduced. The opposition to the final vote will be enormous, so you'll be able to cash in your vast savings of favors and greatly increase your political power. Congratulations! You are now the Senate.
